There are sidewalks in the movie cars but everyone is a car.

In this imaginative world, the presence of sidewalks can be seen as a way to create a familiar and relatable environment for viewers, as sidewalks are a common feature in human cities.

While it may seem peculiar that vehicles in the movie would need sidewalks, it can be interpreted as a creative choice made by the filmmakers to help ground the story in a recognizable urban setting.
